Abstract

One of the norms for elections with integrity requires that election administrators behave neutral and impartial. However, since the election period in the reformation era, the integrity issue of the election administrators is still crucial. In practice, there are still cases of electoral fraud involving election administrators. Based on pre-existing cases, the election organizer has become the main actor (broker) in moving several other election administrators to commit crimes that destroy the integrity of the Election by taking sides and accepting bribes from one of the candidates. By using qualitative research methods, this study will understand and analyze a particular social reality of electoral officer events as a political intermediary. As well as conducting a documentary study containing the decision document for violating the code of ethics of the election organizers as well as the 2019 legislative election criminal decision document. The results of this study show that the role of the election organizer broker is different from previous research, namely, the task of connecting candidates with other election administrators to help the candidate's electoral interests by means of a cheat. Meanwhile, if based on previous election criminal cases, the use of election administrators is usually used to manipulate election results.

Abstract

This study seeks to understand the external constraints that arise in the implementation of population administration authority that stems from the tightness of ministerial regulations on regions and the division of authority between the central and regional governments. This paper aims to analyze potential obstacles in the implementation of population administration affairs according to Government Regulation Number 40/2019. The research method uses a literature study, where the authors collect data systematically and make a synthesis. First, there is a distortion in the implementation of the principles of regional governance where there is a conflict between central and regional regulations, central regulations tend to be centralized and this affects the unbalanced budget composition, making it difficult for regions to work optimally. Second, the distribution of population administrative affairs and the criteria for assigning functions. Where the ministry gives orders that are not written in PP 40/2019 and work on things that have been done in the regions. Then the weak distribution of monitoring and coordination functions in the implementation of activities causes conflicts between provinces and districts/cities. In conclusion, the implementation of PP. 40 of 2019 raises obstacles in the relation of authority, institution, finance, and supervision of the central and regional governments. The solution offered is to improve communication and coordination patterns and the central government immediately to establish representative offices in provinces, districts/cities, and villages that specifically work on deconcentration/assistance tasks.

Abstract

This research is related to the coalition that was built by all political parties in presenting a single candidate in the 2018 regional elections. presenting candidates who are ready for the pilkada, this happened in Lebak district, Banten province, for the first time  the Local election  only produced one candidate from the incumbent. This research uses the perspective of  Michael Laver's theory which states that coalitions are formed only to gain political office or are called office-seeking, and is supported by Katz and Mair's theory which states that all parties have the same interests, namely only maintaining their collective survival. This research uses qualitative research methods using case studies. Data were obtained by conducting interviews, collecting documents and studying literature. The results showed that the coalition built by political parties in the Lebak district election had a pragmatic motive, that is all political parties unitedly carry incumbent candidates who ultimately did not provide support to independent candidates so that none became an opposition party. In addition, coalitions are carried out only to maintain power and increase the vote acquisition of political parties ahead of the legislative elections in 2109. However, on the other hand, it shows the failure of political parties to recruit the best cadres of their parties at the local political level. So that the coalition that was built only produced a single candidate without a challenger in the Lebak district election in 2018.

Abstract

Contemporary, environmental destruction and its impacts in Indonesia still not adequate to transforms to the platform of a political party as it appears in other countries. Studies have used a liberal framework and prosecuting collective consciousness and civic participation to control environmental issues, not the urgency of green political representation. Furthermore, perspectives of constitusionalism and intitutionalism are too idealistic because inattentive to the individuals interests who are profit-oriented. Consequently, this article attempts to analyze the causes of environmental problems and the absence of formal representation of environmental discourse using oligarchy and political representation theory.  Using qualitative descriptive studies with interview methods and literature studies discovered: (1) green political discourse in Indonesia was scaterred all over the election promises by candidates or political parties, (2) the concentration of natural resources is a sustainable source of income for the oligarchs, (3) the absence of green political platform gave room to live and breathe for oligarch agenda, whereas (4) consolidation of green political platform hampered by internal such as the pros and cons of establishing a political party and external factors such as the party system and Engineering Electoral Systems.

Abstract

Public demand for excellent service affects the government to make various innovations. In that sense, the Civil Registration Office in Padang Panjang City creates innovation in online civil services (PADUKO). PADUKO innovation consists of 19 kinds of civil services and succeed to achieve the highest score between agencies in the Municipality of Padang Panjang in 2019. In this article, we would like to explore PADUKO innovation by the Civil Registration Service Office. This research has used the theory of the attributes of innovation by Everett M Rogers which says that there are five attributes of innovation that can determine innovation acceptance, which consists of relative advantage, compatibility, complexity, trialability, and observability. The method in this research is descriptive qualitative method with data collection techniques by interview, documentation, and observation, while the selection informants technique by purposive sampling technique. The validity of the used triangulation. Based on this fieldwork, PADUKO innovation was successful and accepted by the public. Five attributes of innovation by Everett M. Rogers also presence on PADUKO innovation. This can be seen from the perceived benefits in the form of effectivity, efficiency of cost, and energy, and the acceptance of services with the needs of the public. However, some problems are still found, such as poor network, server, and application problems.

Abstract

Starting in 2010, the trend of broiler chicken farming has increased significantly. The increasing demand for chicken farms produces changes or shifts the source of income from agriculture to livestock. At the beginning of the establishment of the stables, public acceptance was very open but when the scale of the farm became large there were several complaints because of the smell and flies. The lack of caring attitude of broiler breeders makes the community a little angry and this is what causes differences of opinion between them. This research goal was conducted to determine the handling of conflicts between chicken breeders and the surrounding community by the Pucanglaban village government. To find out the strategy of the village government in dealing with conflicts between broiler breeders and the community, researchers used a qualitative descriptive research method with snowball sampling models. Based on the research results, it can be seen that in order to resolve the conflict, the village government acts as a facilitator, mediator, and regulator so that an agreement can be reached by minimizing losses between the two parties. In the future, it is hoped that there will be standard rules made especially by the village government regarding the procedures and procedures for establishing a farm cage so that it can avoid potential conflicts between chicken breeders and the community.

Abstract

This study aims to analyze stakeholders in forest resource management in Tugusari Village, Bangsalsari District, Jember Regency. This research is motivated by the drastic reduction of critical land in Jember Regency, or in other words, there is success in forest conservation in the period 2011-2015. In answering the problem formulation and analyzing stakeholders using a stakeholder approach with Overseas Development Administration theory to identify stakeholders. Meanwhile, for the categorization and interrelation of stakeholders using Reed's theory. This study uses descriptive qualitative method. The results of this study have identified primary, secondary and key stakeholders. The primary stakeholders were LMDH Wana Makmur and the Tugusari Village Government. Secondary stakeholders are PHW Unit VII Bondowoso Jember working area. The key stakeholder is the public company Perhutani KPH Jember. Meanwhile, the stakeholder category consists of key players, contact setters, subjects, and crowds. The key category is the public company Perhutani KPH Jember. The contract setters, namely the Village Government. Subjects were LMDH Wana Makmur and Crowd, namely UPT PHW VII Bondowoso, Jember working area. While the interrelation between LMDH Wana Makmur stakeholders and the public company Perhutani KPH Jember went well because they often held coordination meetings and collaborative involvement. Thus it can be concluded that the success of forest resource management in Tugusari Village, Bangsalsari District Jember is due to the excellent interrelation of key players and subjects.

Abstract

This article discusses the evaluation of the Family Hope Program (PKH) in Sri Meranti Village, Rumbai District, Pekanbaru City. Since 2007 the PKH program was created and implemented, even distribution of the program remains a problem that needs to be tracked comprehensively. Sri Meranti Village is the largest recipient of aid in all Rumbai District but still not evenly distributed. This study aims to evaluate the PKH program in Sri Meranti Village, Rumbai District, Pekanbaru City. With a research question how is the implementation of the Family of Hope Program in Sri Meranti Village. The research methodology is descriptive qualitative with the selection of purposive informants and data obtained by in-depth interview techniques. Data collected in the form of primary and secondary data and analyzed ethically and emically by William Dunn's evaluation theory approach. The findings of this study are the PKH in Sri Meranti Village, Rumbai District, Pekanbaru City and the amount of aid has increased every year. However, the Sri Meranti Kelurahan community still considers aid to be uneven because there are still poor families who do not receive PKH funding.
